Preheat your oven to 375 degrees Fahrenheit and grease a 12-cup muffin tin or line it with paper liners. In a large bowl, stir together 2 1/4 cups all-purpose flour, 1 teaspoon baking soda, and 1/2 teaspoon salt. In a separate bowl, mix 1 1/2 cups packed brown sugar, 1 cup buttermilk, 1/2 cup melted butter, 1 egg, and 1 teaspoon vanilla until smooth, then pour into the flour mixture. Sprinkle 2 cups diced apple over the batter and stir just until combined, then spoon into the prepared muffin tin, filling each cup to the top.
To make the topping, stir together 1/2 cup brown sugar, 1/3 cup all-purpose flour, and 1 teaspoon cinnamon, then drizzle in 2 tablespoons melted butter, tossing with a fork until blended. Sprinkle the topping over the muffins and bake for about 25 minutes, or until the tops spring back when lightly pressed.
